(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。（2）扶持监狱企业、残疾人福利性单位，并将其视同小微型企业。（本项目属于建筑业）

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises. This project belongs to the construction industry.

(c)本项目的特定资格要求：3、持有有效的营业执照和安全生产许可证；4、具有市政公用工程施工总承包资质三级及其以上资质；5、拟派项目经理具有市政工程专业 贰 级及其以上注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理。

(c)Specific qualification requirements for this program: 3. Hold valid business licenses and work safety permits; 4. Possess a Grade 3 or above general contracting qualification for municipal public works construction; 5. The proposed project manager should hold a second-level or higher registered constructor professional qualification in municipal engineering, possess a valid safety production assessment certificate, and not be concurrently serving as the project manager of any other ongoing construction project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

本项目竞争性磋商相关活动在上海市政府采购信息管理平台(网址:www.zfcg.sh.gov.cn)电子招投标系统进行。投标人在政府采购云平台的有关操作方法可以参照政府采购云平台中的专栏有关内容和操作要求办理。磋商供应商应在投标截止时间前尽早加密上传响中的应文件，电话通知项目负责人进行签收，并及时查看政府采购云平台上的签收情况，以免因临近投标截止时间上传造成无法在开标前完成签收的情形，未签收的响应文件视为投标未完成。

The relevant activities of the competitive consultation for this project will be conducted through the electronic bidding and tendering system of Shanghai Government Procurement Information Management Platform (website :www.zfcg.sh.gov.cn). The relevant operation methods of bidders on the government procurement cloud platform can be handled by referring to the relevant contents and operation requirements in the columns of the government procurement cloud platform. The negotiation suppliers should encrypt and upload the response documents in progress as early as possible before the bid submission deadline, notify the project leader by phone to sign for receipt, and check the signature status on the government procurement cloud platform in a timely manner to avoid the situation where the signature cannot be completed before the bid opening due to uploading near the bid submission deadline. Response documents that have not been signed for receipt will be regarded as incomplete bidding.
