To be eligible to participate in the bidding process, bidders must meet the following criteria:

Bidders must be legally registered and established as independent legal entities or other organizations in any region worldwide in accordance with local laws, and must provide a business license or commercial registration certificate;

Bidders must have good banking credit, commercial reputation, and strong overall corporate strength. They must not be in a state of being ordered to cease operations, having their assets seized or frozen, or being bankrupt;

投标人需具有良好的银行资信、商业信誉和较强的企业综合实力。未处于被责令停业、财产被接管或冻结、破产状态；

Bidders must not be subject to the blacklisting period imposed by China Unicom;

投标人未处于中国联通供应商黑名单禁入期限内；

Bidders whose unit heads are the same person or who have controlling or management relationships with other units may not participate in this project simultaneously;

投标人的单位负责人为同一人或者存在控股、管理关系的不同单位，不得同时参加本项目应答；

Bidders must not form a consortium or submit a joint bid with others.

投标人不得与其他人组成联合体一并投标。

4. Registration Time and Method:

Suppliers interested in bidding for this project are required to register or log in on the "China Unicom International Procurement and Tendering Platform" (URL：https:****) during the specified period from 17:00 PM On September 5, 2025 to 17:00 PM On September 10, 2025 (Beijing Time). They should find the tender notice for this project and complete the registration process. Once the registration is successful, the bidding documents will be automatically sent to the email address provided during the supplier registration on the platform.

有意投标本项目的供应商应在****下午17:00至****下午17:00（北京时间，下同）注册或登录 “联通国际采购与招投标平台”（链接：https:****）找到该项目招标公告并报名。报名成功后，系统会自动向供应商注册平台时所登记的邮箱发送招标文件。

5.The Technical Specification Document（Annex I） provides detailed information on the required specifications, features, and performance criteria for the [Telecommunications industry consulting services]. Bidders are required to thoroughly review the Technical Specification Document and ensure that their proposed solution meets or exceeds the specified requirements. Failure to meet these requirements will result in the disqualification of the bidder.
