2）鼓励节能政策：在技术、服务等指标同等条件下，优先采购属于国家公布的节能清单中产品。
3）鼓励环保政策：在性能、技术、服务等指标同等条件下，优先采购国家公布的环保产品清单中的产品。
4）落实预留份额措施，提高中小企业在政府采购中的份额，支持中小企业发展：本项目是专门面向中小企业采购，评审时，中小企业产品均不执行价格折扣优惠。
5）本项目不接受进口产品。
(b)Qualification requirements to be met to implement government procurement policies:Policy on mandatory procurement of energy-saving products: Mandatorily procure the items marked with "★" in the national published energy-saving product list.
Policy on encouraging energy conservation: Under the same conditions of technical, service and other indicators, give priority to procuring products included in the national published energy-saving product list.
Policy on encouraging environmental protection: Under the same conditions of performance, technical, service and other indicators, give priority to procuring products included in the national published environmental protection product list.

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加招标活动）；
（4）具有建筑工程施工总承包资质三级及其以上资质；
（5）安全生产许可证（有效期内）；
（6）投标人拟派项目经理的建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书；
（7）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动。
(c)Specific qualification requirements for this program:(3) Must be a legal person or unincorporated organization legally established within the territory of the People's Republic of China (branches are not allowed to participate in the bidding activities in their own names for this project);(4) Possess the qualification of Grade III or above for general contracting of construction engineering works;(5) Have a valid Work Safety License (within the validity period);(6) The project manager to be appointed by the bidder shall hold the practicing qualification of a registered constructor of Grade II (or above) in the major of construction engineering, and possess a valid certificate of passing the work safety assessment;(7) Suppliers with the same legal person or different suppliers with direct holding or management relations shall not participate in the government procurement activities under the same contract; suppliers that have provided overall design, specification compilation, or project management, supervision, testing and other services
