The International Urban Design Competition for “Tianhu New Town” in Ningde is hosted by Ningde Construction Group Co., Ltd., guided by Ningde Natural Resources Bureau, and undertaken by Huaqiao University. It publicly accepts applications from around the world and the relevant matters are announced as follows:

一、竞赛背景Competition Background

宁德市地处中国福建海峡西岸，坐拥三都澳世界级深水良港，是福州都市圈中链接“长三角”“珠三角”与海峡两岸的重要战略节点地区。近年来，宁德在全球新能源新材料产业建设发展与践行海洋强市战略方面取得了瞩目成就，具有建设现代化生态海湾新兴城市的基础条件和良好环境。

Ningde is located on the west coast of Fujian Province, at the forefront of cross-strait relations, and boasts the world-class deep-water port of Sanduao. It serves as a crucial strategic node in the Fuzhou metropolitan area, linking the "Yangtze River Delta," "Pearl River Delta," and both sides of the Taiwan Strait. In recent years, Ningde has achieved remarkable accomplishments in the global development of new energy and new materials industries, as well as in implementing the strategy of building a strong maritime city. It possesses the foundational conditions and favorable environment for developing into a modern ecological bay city.

2025年3月份，宁德市****

In March 2025, the Ningde Municipal Government convened a symposium on optimizing central city planning. To enhance urban planning capabilities, advance high-quality development of the central city, and identify actionable projects, Ningde proposed a strategic framework: "Revitalizing the Old City, Elevating East Lake, Upgrading the Northern District, and Strengthening Tianhu as the Core." The city will launch a citywide "Planning Campaign" under this initiative. Tianhu New Town, positioned as a comprehensive transportation hub, will prioritize modern service sectors including headquarters economy, sci-tech R D, business finance, port trade, and cultural leisure.

Tianhu New Town locates on the eastern coast of Jiaocheng Central District in Ningde, which spans from the coastal area in the east to the Banshan-Jinma Road zone in the west, with Leidongyan to the north and Aojiang Village to the south. The current international design competition addresses two critical challenges: how to systematically advance urban expansion and upgrade while building a global hub for new energy and advanced materials industries in line with modern bay city development strategies, and how to transform Tianhu New Town into a key innovation and green development zone in the Sandu'ao Bay area. We cordially invite world-class design institutions with extensive experience to contribute their expertise, aiming to pool global wisdom, international perspectives, forward-thinking concepts, and innovative ideas to deliver high-standard, implementable planning and design solutions for Tianhu New Town.

二、竞赛范围及内容Scope and Content

本次征集设计范围按编制深度分为总体城市设计及重点地段城市设计两个层次。

The scope of the design is divided into two levels according to the depth of preparation: overall urban design and key area urban design.

（一）总体城市设计 Overall UrbanDesign

范围北至雷东、西至福宁北路、南至鳌江、东至海岸线，约32平方公里。结合基础分析和发展研究提出总体目标定位、功能结构、城市****

The overall urban design scope covers approximately 32 square kilometers, from the north to Leidong, the west to Funing North Road, the south to the Ao River, and the east to the coastline. Based on the basic analysis and development research, the overall goal positioning, functional structure, urban spatial layout, layout of important public service facilities, and policy recommendations are proposed. The design content must meet the requirements of conceptual overall urban design.

（二）重点地段城市设计 KeyArea UrbanDesign

范围北至天德路、南至学院路、西至福温铁路，东至滨海，约12平方公里。在总体城市****

The key area urban design scope covers approximately 12 square kilometers, bounded by Xueyuan Road to the north, Tiande Road to the south, the Fuwen Railway to the west, and the Binhai area to the east. Based on the overall urban design, the following are proposed: the overall layout plan, public spaces, traffic roads, spatial forms, underground spaces, as well as implementation suggestions. The design content must meet the requirements of detailed planning urban design (conceptual phase).

三、竞赛征集方式Solicitation Method

本次国际竞赛分为“报名及资格预审”“方案设计及评审”“后期深化”三个工作阶段。应征机构（含联合体）根据本次征集文件，提交相应文件。

This international competition is divided into three work stages: "Registration and Pre-qualification", "Scheme Design and Evaluation", and "Post-Stage Deepening". Applicants (consortias) must submit relevant documents according to the solicitation documents.

（一）报名及资格预审阶段 Registration and Pre-qualification

邀请业内专家成立资格预审委员会，资格预审评审委员会从比业绩、比团队、比方案、比服务等方面综合考虑公司资信、公司相关业绩、团队实力等，择优选出6家应征机构（含联合体）参与下一阶段方案编制（无排序）。同时评选出2家备选机构（有排序）。如入围的应征机构（含联合体）退出下一阶段方案设计或评审，则备选机构依序替补。

Invitations were sent to experts to form a pre-qualification committee. The pre-qualification review committee comprehensively considered the company's creditworthiness, relevant company achievements, team strength, and other aspects when evaluating the companies, and selected 6 applicants to participate in the next stage of scheme formulation (no ranking). Additionally, 2 alternative institutions (with ranking) were selected. If the 6 applicants that were shortlisted withdraw from the next stage of scheme design or review, the alternative institutions will be selected in sequence to replace them.

资格预审采取记名投票法的方式。资格预审评审委员会的每位评委独立进行投票，选择6家应征机构（含联合体），得票最高的6名申请人为本次方案征集的正式入围应征机构（含联合体）。当因得票数并列而影响入围应征机构（含联合体）的判定时，则由资格预审评审委员会对相关申请人再次进行投票，直至评出符合数量要求的入围应征机构（含联合体）。除6名正式入围的应征机构（含联合体），资格预审评审委员会还将通过投票方式从剩余的申请人中选取2名作为备选应征机构（含联合体）。

The pre-qualification is conducted through a recorded voting method. Each member of the pre-qualification review committee votes independently to select 6 applicants. The 6 applicants with the highest votes are selected as the official shortlisted applicants for this scheme solicitation. In case of a tie in the number of votes affecting the determination of the shortlisted applicants, the pre-qualification review committee will conduct another vote on the relevant applicants until the required number of shortlisted applicants is determined. In addition to the 6 officially shortlisted applicants, the pre-qualification review committee will also select 2 alternative applicants through voting from the remaining applicants.

（二）方案设计及评审阶段 Scheme Design and Evaluation

1.明确入围应征机构（含联合体）名单后，指导单位联合主办单位将提供设计基础资料，组织现场踏勘和答疑。入围应征机构（含联合体）按照《设计任务书》要求提交成果文件。每家应征机构（含联合体）只允许提交一个方案。

1. After the list of shortlisted applicants is determined, the guiding unit and the co-organizing unit will provide the design basis materials, organize on-site inspections and answer questions. The shortlisted applicants shall submit the final documents as per the requirements of the "Design Task Book". Each applicant is only allowed to submit one proposal.

2.组建方案评审委员会，成员由6名国内知名专家（包括规划、建筑、景观、交通等方面）和1名主办方代表组成。

2. An evaluation committee for the construction plan was established, with its members consisting of 6 renowned domestic experts (including planning, architecture, landscape design, transportation and so on) and 1 representative from the organizing party.

3.应征机构（含联合体）通过抽签确定汇报顺序，采用多媒体+主创现场汇报的方式进行，汇报成果以交标时的文件为准，不得更改替换；方案设计成果汇报，每个应征机构（含联合体）多媒体演示+主创现场汇报时间不超过25分钟（含2分钟动画展示），专家提问及补充汇报时间不超过10分钟，共计35分钟。

3. Applicants will present their schemes in the order determined by a draw, using multimedia presentations. The presentation results must be based on the submitted documents and cannot be changed. Each institution's multimedia presentation should not exceed 25 minutes (including a 2-minute animation display), with an additional 10 minutes for expert questions and supplementary presentations, totaling 35 minutes.

4.评审委员会在认真研究6家入围应征机构（含联合体）的方案设计成果文件和充分讨论基础上，确定3家应征机构（含联合体）方案作为优胜方案。

4. Review committee will recommend three winning schemes for final selection after thoroughly studying the design results of the six shortlisted institutions and fully discussing them.

5.召开市国土空间规划和用地保障委员会，邀请市委、市人大、市政府、市政协四套领导班子及部门代表共同从3家优胜方案中确定最终中选方案。

5. A municipal land space planning and land supply guarantee committee was convened, inviting representatives from the four leadership teams of the Party Committee, the People's Congress, the Government, and the CPPCC, as well as relevant department officials, to jointly select the final winning plan from among the three outstanding proposals.

（三）后期深化阶段 Post-Stage Deepening

第一名中选方案的应征机构（含联合体）将获得后续深化设计合同，按照各方意见深化细化方案，整合为一版具有前瞻性和可实施性的设计方案。为确保方案的延续性，第一名中选方案的应征机构（含联合体）在完成深化整合方案编制后还应提供设计范围内2年的城市设计规划咨询、方案优化等后期服务工作，达到详细规划（含城市设计实施阶段）深度。具体事宜根据后续工作的安排进行协商并另签订合同。

The applicants of the first selected proposal will be awarded the subsequent detailed design contract. They will refine and elaborate the proposal based on the opinions of all parties, integrating it into a forward-looking and implementable design scheme. To ensure the continuity of the proposal, the applicants of the first selected proposal should provide urban design planning consultation and scheme elaboration services within the design scope for 2 years after completing the detailed scheme compilation, reaching the depth of detailed planning (including the implementation stage of urban design). Specific matters will be negotiated based on the subsequent work arrangements and another contract will be signed.

四、参赛资格要求Registration Requirements

1.为保证本次方案征集成果的质量与水平，对应征机构（含联合体）设置高标准的准入门槛和遴选标准。境内外应征机构（含联合体）均可报名参加本次国际征集工作。任一应征机构（含联合体）须是国内外注册的独立法人或合伙制企业或其他组织。相互间有直接控股关系、管理关系或法定代表人为同一人的不同法人，不得同时报名参赛。母公司和其下属子公司不可以同时参赛，但是同一个母公司下属的不同子公司，在满足各自是独立法人，且子公司之间不存在控股或管理关系，可同时报名参赛。

1. To ensure the quality and standard of the outcomes of this scheme solicitation, high entry and selection criteria are set for applicants. Both domestic and overseas institutions can register to participate. Any applicant must be a registered independent legal entity, partnership, or other organization domestically or internationally. Different legal entities with direct controlling relations, management relations, or the same legal representative cannot register simultaneously. A parent company and its subsidiaries cannot participate simultaneously, but different subsidiaries of the same parent company, if they are independent legal entities and do not have controlling or management relations between them, can register simultaneously.

2.鼓励应征机构（含联合体）以联合体形式报名参赛，联合体成员数量不超过三家。不接受个人或个人组合的报名。以联合体参赛的，联合体各成员不得再单独或以其他名义与其他应征机构组成联合体参与报名，联合体各成员需签署具有法律效力的《联合体协议书》。

2. Applicants are encouraged to register as a consortia, with the number of consortia members not exceeding three. Individual or individual group registrations are not accepted. If participating as a consortia, each member of the consortia may not register individually or form another consortia with other institutions. All members of the consortia must sign a legally binding "Consortia Agreement".

3. 参与本次征集活动的境内应征机构（含联合体）如单独报名或作为联合体牵头单位，须具备城乡规划编制甲级资质；境外应征机构（含联合体）须具有所在国、地区****

3. The applicants participating in this solicitation activity, whether they register individually or act as the leading unit of the consortia, must possess the Class A qualification for urban and rural planning compilation; the foreign applicants must have the corresponding qualification or professional license issued by the competent government department or relevant industry organization of the country or region for urban and rural planning or architectural design. Foreign applicants without branches in China must form a consortia with domestic applicants to participate in this solicitation activity.

4.具有以下条件的团队优先考虑：

4. Teams meeting the following conditions will be given priority:

（1）项目主创设计师拥有工程院院士或全国勘察设计大师的荣誉称号。

Chief designer who has received titles such as academicians or national engineering survey and design masters.

（2）近10年，项目主创设计师具有国内外重要新城开发、港口/铁路枢纽片区、重点功能片区、滨水/山前地区等城市****

(2) Over the past 10 years, the project's chief designer has gained extensive practical experience in urban planning and design for important new towns, port/railway hub areas, key functional zones, waterfront/slope areas, etc.

（3）近10年，应征机构（含联合体）具有丰富的城市设计、产业规划等实践经验，设计团队涵盖城市规划、建筑、产业、交通等专业。

(3) Over the past 10 years, the applicants have accumulated rich experience in urban design and industrial planning, and the design teams cover various specialties such as urban planning, architecture, industry, and transportation.

（4）近10年（以获奖证书上载明的时间为准）应征机构（含联合体）承担的项目获得过规划、建筑、景观专业国家行业协会奖等权威奖项。

(4) Applicants whose projects have received authoritative awards such as national industry association awards in planning, architecture, landscape, etc., in the past ten years (based on the certificate's award date).

注：如应征机构为联合体，每位联合体成员可提供一名主创设计人员，上述涉及的设计经验须提供设计合同或其他证明文件。

Note: If the applicant applies as a consortium, each member of the consortia may provide one lead design personnel. The design experience mentioned above must be provided with design contracts, winning notices, or proof documents.

5.其他要求Other requirements:

（1）参与本次国际征集的设计人员应为该应征机构（含联合体）的在册人员，主创设计师须直接参与本次方案设计竞赛全过程，亲自参与现场踏勘、成果汇报、评审答疑等重要节点工作。如在本次国际征集过程中发现主创设计师与参赛材料所提交的团队人员不符，主办单位有权取消其参加资格。境外应征机构（含联合体）的项目规划设计人员中应至少有一名通晓汉语的人士。

(1) The design personnel participating in this international solicitation should be registered personnel of the applicant. The chief designer must participate in the entire design process, including on-site surveys, results presentations, and Q A during evaluations. If the chief designer is found to be inconsistent with the team members submitted in the registration materials during the solicitation process, the hosts have the right to disqualify the institution. The project planning and design personnel of overseas institutions should include at least one person fluent in Chinese.

（2）为了保证项目沟通衔接到位，中选方案应征机构（含联合体）须在2年服务期内合计驻场办公不少于60天，期间差旅费自理。

(2) To ensure smooth project communication, the winning institution must have a cumulative on-site office period of no less than 60 days during the two-year service period, with travel expenses borne by themselves.

（3）应征机构（含联合体）向主办方提交的全部设计成果所具有的知识产权归主办方所有并使用。应征机构（含联合体）不得提供不属于自己的设计成果。

(3) The intellectual property rights of all design results submitted by applicants to the hosts belong to and are used by the hosts. Applicants must not provide design results that do not belong to them.

五、竞赛日程Competition Agenda

六、竞赛奖金Competition Prizes

本次国际竞赛的奖励均以人民币支付，为含税金额，各单位自行依法办理涉税手续和缴纳税款。

All rewards for this international competition are paid in RMB, including tax amounts. Each unit is responsible for handling tax-related matters and paying taxes according to the law.

入围应征机构（含联合体）按照正式任务书要求递交最终设计成果后，由评审委员会按程序对6家机构提交的方案设计成果进行评审，入围方案将获得如下征集奖金（含税）：

After submitting the final design deliverables as required by the official task book, the evaluation committee will evaluate the design deliverables submitted by the six institutions according to the procedures. The shortlisted schemes will receive the following solicitation prizes (including tax):

第一至三名（优胜方案）：获得人民币壹佰万元整（小写￥1,000,000.00元），其中第一名获得后续整合深化设计合同。

第四至六名（入围方案）：获得人民币肆拾万元整（小写￥400,000.00元）。

后期深化费用：获得人民币陆佰伍拾万元整（小写￥6,500,000.00元）。

First to Third Prize: RMB 1,000,000.00, and a subsequent integration and deepening design contract.

Fourth to Sixth Prize: RMB 400,000.00.

The post-stage deepening fee: RMB 6,500,000.00.

七、报名方式及文件要求Registration and Requirements for Application Documents

（一）报名方式 Registration Method

本次征集活动采用全球公开报名方式。凡有意参加本次竞赛的应征机构（含联合体），需先进行申请登记。应征机构（含联合体）下载申请表格并完整填写申请信息后，发送邮件至指定邮箱（****@vip.163.com），组织单位收到申请表后，将以邮件方式回复《征集文件》《设计任务书》《资格预审申请文件》等相关文件（若3个工作日内无回复，可电话咨询）。请按技术文件要求编制报名材料，包括资格预审申请文件、资格预审演示文件及项目理解三部分。

This international competition publicly accepts applications from around the world. Any applicants interested in this competition must first complete the application registration. The applicants should download the application form and fill in the application information completely. Then, they should send the email to the designated email address (****@vip.163.com). After the organizing unit receives the application form, it will reply via email with the “Competition Document”, “Design Assignment”, “Pre-qualification Application Documents” and other related files (if there is no reply within 3 working days, you can call for consultation). Please prepare the registration materials in accordance with the technical document requirements, including the pre-qualification application document, pre-qualification demonstration document, and project understanding.

（二）文件内容要求 Content Requirements for Application Documents

A4规格（210毫米×297毫米），1正7副，不超过40张单页纸内容（双面打印，页码不超过80，页数限制不含封面封底扉页和目录），胶装或骑马钉简装。

A4 size (210mm × 297mm), 1 original and 7 copies, not exceeding 40 single pages (double-sided printing, pagination up to 80, page limit excludes cover, back cover, title page, and table of contents), bound by glue or saddle stitch.

2.资格预审演示文件（PPT格式）Pre-qualification Presentation File (PPT Format)

提供电子文件，无须打印，无签章要求。

3.项目理解Concept Proposal

由牵头单位主创设计师录制5分钟以内视频文件，主要内容包括但不限于：

The lead member chief designer is required to record a video file within 5 minutes. The main content includes, but is not limited to:

（1）基于对区域发展条件和未来发展趋势的分析，初步研判本片区未来的整体发展意向和功能定位；

(1) Based on the analysis of the regional development conditions and future development trends, preliminarily assess the overall development intention and functional positioning of this area in the future;

（2）综合分析本片区特点、特色，指出城市****

（3）技术路线、团队架构及工作组织安排。
