These contracts shall be implemented through a one-off bidding process valid for the entire three-year period, with separate contract executed annually for each year. (b)Qualification requirements to be met to implement government procurement policies: According to the "Measures for Government Procurement to promote the Development of Small and Medium-sized Enterprises" and other regulations, this project is exclusively open to small and medium-sized enterprises. Small and medium-sized enterprises shall provide the “Declaration Letter for Small and Medium-sized Enterprises" as required.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；
