我公司于****发布了点击登录查看城市综合体项目政要避难中心专项（EPC）招标公告,现对有关内容进行变更:

This Company issued a tender announcement on 10 February 2026 for the Cambodia International Conference Center Urban Complex Project (Special Project for VIP Emergency Shelter Command Center, EPC) and is now making amendments to the relevant contents.

一、原施工资质要求：具备中华人民共和国建筑工程施工总承包特级资质并具备有效的安全生产许可证。Original Construction Qualification Requirements: Bidders shall hold a Special-Grade Certificate for General Contracting of Building Construction Projects and a valid Production Safety License, both duly issued by the competent authorities of the People's Republic of China.

现变更施工资质要求为：具备中华人民共和国建筑工程施工总承包一级（含）以上资质并具备有效的安全生产许可证。The Construction Qualification Requirements is hereby amended to：Bidders shall hold a First-Grade (inclusive) and above Certificate for General Contracting of Building Construction Projects and a valid Production Safety License, both duly issued by the competent authorities of the People's Republic of China.

二、原报名截止时间:****17时30分（北京时间）。Original Registration cut-off time:5:30 PM on February 28, 2026(Beling Time).

现变更报名截止时间为:****17时30分（北京时间）。The registration cut-off time period is hereby amended to: 5:30 PM on April 30, 2026(Beling Time).

三、原投标文件递交的截止时间:****13时30分(北京时间)。The original deadline for submitting tender documents was: March 19, 2026, at 1:30 PM (Beiing Time).

现变更投标文件递交的截止时间为:****09时00分(北京时间)。 The deadline for submission of tender documents is hereby amended to 09:00 Am on 12 May 2026 (Beijing Time).

四、在原招标文件获取方式基础上增加如下要求：投标人需通过平台上传以下报名资料：①投标人的营业执照原件扫描件并加盖公章（如为联合体，只需提供联合体牵头人的营业执照原件扫描件）、②联合体协议并加盖联合体所有成员公章的扫描件(如为联合体)、③投标人的法定代表人授权委托书原件扫描件（如为联合体，需提供联合体牵头人法定代表人身份证及授权代表身份证扫描件）、④投标人授权代表的联系电话及邮箱信息，加盖公章。材料审核通过后方能获取招标文件。On the basis of the original bidding document acquisition method, the following requirements are added: bidders need to upload the following registration materials through the platform: ① scanned copy of the bidder's original business license and stamped with the official seal (if it is a consortium, only the scanned copy of the original business license of the consortium leader needs to be provided), ② scanned copy of the consortium agreement and stamped with the official seals of all members of the consortium (if it is a consortium), ③ scanned copy of the original authorization letter of the bidder's legal representative (if it is a consortium, scanned copies of the ID card of the legal representative of the consortium leader and the ID card of the authorized representative need to be provided), ④ contact phone number and email information of the bidder's authorized representative, stamped with the official seal. The bidding documents can only be obtained after the material review is approved.

五、原投标人资格要求第10.4条：联合体的各方不得再以自己名义单独投标本项目也不得组成新的联合体或参加其他联合体在本项目中投标，如有违反，其投标和与此有关的联合体的投标将均被否决。联合体资质按照联合体协议约定的分工认定。Original Bidder Qualification Requirements 10.4：No member of the consortium may bid on this project individually in their own name, nor may they form a new consortium or participate in another consortium to bid on this project. In case of violation, their bids and the bids of the consortium concerned will be rejected. The qualifications of the consortium are determined based on the division of labor agreed upon in the consortium agreement.

现变更投标人资格要求第10.4条为：如以联合形式参加本项目的，报名时须上传联合体协议，联合体协议中明确的牵头单位在本项目招标过程中不得变更。联合体资质按照联合体协议约定的分工认定。The Bidder Qualification Requirements 10.4 is hereby amended to：If participating in this project in a joint form, the consortium agreement must be uploaded when registering. The leading unit specified in the consortium agreement shall not be changed during the bidding process of this project .The qualifications of the consortium are determined based on the division of labor agreed upon in the consortium agreement.

招标公告其余内容保持不变。All other terms and conditions of the Tender Announcement shall remain unaltered.

本项目相关信息在中国招标投标公共服务平台(http:**** information regarding this project shall be officially released on the China Tendering and Bidding Public Service Platform (http:****/).
