Report on the Cancellation (Bid Abandonment) of Generator Procurement for the Croatia PG Expressway Project

I. Project Overview

The generator procurement work for the Croatia PG Expressway Construction Project (hereinafter referred to as "the Project") has been carried out in strict accordance with international procurement procedures and the Company's internal management regulations, including market research, supplier pre-qualification, and the preparation and issuance of tender documents. The purpose of this procurement was to equip key sections and facilities of the Project with backup power systems that comply with EU technical standards and adapt to Croatia's power grid and environmental requirements, ensuring road operation safety and emergency power supply.

II. Procurement Status

The tender announcement for this procurement was publicly issued on April 8, 2026. Tender documents were received from several potential suppliers by the bid deadline. The bid evaluation team completed a preliminary compliance review. Some suppliers generally met the tender requirements in terms of technical parameter response, local service capability, and compliance documentation.

III. Reason for Bid Abandonment

Due to changes in the overall project schedule and on-site power load plans, the original technical specifications for the generators (including power rating, grid-paralleling method, emission standards, etc.) are no longer adaptable to the latest design requirements. Following multiple coordination and evaluation meetings among the Project Department, design team, construction team, and the Owner, it has been decided to systematically adjust the generator procurement plan.

According to the provisions of the Tendering and Bidding Law of the People's Republic of China and the Project's procurement management system, a tendering activity may be terminated under circumstances such as "the tenderer terminating the tender process shall issue a public announcement in a timely manner" or "a major design change fundamentally alters the procurement conditions." Given that the procurement plan has undergone substantive changes, continuing the tender under the original terms is no longer practical and may lead to the risk of equipment idling or functional mismatch at a later stage. Therefore, it has been decided to abandon the current generator procurement.

This is submitted solely for the purpose of recording the bid abandonment. The leadership is requested to take note of the fact and reason for the bid abandonment and to approve the subsequent re-initiation of the procurement process according to the new plan.
